Actually, Agent Zero-G...This weird little guy works for F.O.W.L. He's a green hummingbird, who stands only waist-high to Darkwing. He's invented these little remote-controlled electrodes which, once they're stuck to something, can control that object's gravitational pull on the Earth--or anything else that gets too close. He fires the electrodes with a special hand-held launcher.
Zero-G wears several of these electrodes himself, and also, a jet-pack with which he can fly quite well. As a matter of fact, he hardly ever touches the ground. He's not very strong by any means, but with the electrodes, he can carry a building off into the sky.
Another thing to note is, that, being a hummingbird, Zero-G suffers from low blood sugar and must have access to sugary foods and/or drinks at all times. Believe me, he's worse than Gosalyn. He's been known to carry off entire wherehouses of Koo-Koo Kola (and then not recycle--he's such a villain).
As for his personality, well...You wouldn't want to meet him. He's pretty wound up all the time. He's...well...insane, actually. A few bricks short of a fallout shelter, if you know what I mean. And he looks that way, too (don't you think?). It's rumored around the hallways at F.O.W.L. that Z-G is actually a space alien, sent down from some bizarre and distant galaxy to take over the Earth's sugar supply. Hmm...Nah.
