- Bud Flood was once the owner of Sparkling Crystal Pure
FloodWater, a bottled water company. During a heat wave, Flood
poisoned his competetors' products in an effort to monopolize
the market--but accidently fell into a vat of water he had tainted.
The chemicals transformed him into The Liquidator, a mass of living
water--and gave him the ability to control and alter other liquids.
He was quick to turn his talents towards crime.
